Requires colleges to notify secondary schools when a College Credit Plus participant withdraws from a course

Shifts textbook cost responsibilities: colleges must use open source materials when available; if a paid textbook is required but open source alternatives exist, the college pays full cost; if no alternatives exist, the college and secondary school each pay 50%

Removes secondary schools' responsibility to pay for textbooks under the default payment structure, eliminating the previous requirement that schools cover textbook costs

Changes payment category for online courses, moving them from the lower-reimbursement category (courses at secondary schools taught by college faculty) to the higher-reimbursement category (courses on campus or at college-operated locations)

Prohibits charging economically disadvantaged students for textbooks under any payment arrangement, expanding existing protections that already cover tuition and fees
