Repeals section 956.23 of the Ohio Revised Code, removing existing regulatory requirements for pet stores

Amends section 956.181 to narrow the scope of the pet store license fund, limiting its use to administering sections 956.19 through 956.22 instead of 956.19 through 956.23

Maintains the pet store license fund structure, with license fees and civil penalties continuing to be deposited in the state treasury
