County commissioners may adopt a resolution within 45 days to disapprove a scenic river designation proposed by the Director of Natural Resources, blocking the designation if submitted within 60 days of public notice

Boards must provide 30 days public notice in a newspaper before meeting to discuss a disapproval resolution, which can occur at regular or special meetings

Retroactive provision allows counties to disapprove scenic river designations made on or after November 1, 2024, within 90 days of the bill's effective date

If any county board with jurisdiction over a watercourse submits a disapproval resolution, the Director is prohibited from designating that watercourse as a scenic river

Wild and recreational river designations remain unaffected; the veto power applies only to scenic river classifications
