Eliminates the requirement for law enforcement escorts when farm machinery or equipment operates on state routes (excluding interstate highways) for distances less than 10 miles under a state-issued permit

Requires the Director of Transportation and every county to issue annual permits for vehicles hauling farm machinery, agricultural produce, or agricultural production materials that qualify under existing farm equipment permit programs

Allows the director and counties to continue issuing permits for shorter periods (up to one year) for the same agricultural vehicles in addition to the mandatory annual permit option
