Transfer students without prior disciplinary actions cannot be penalized or have their eligibility restricted by athletic regulatory organizations solely because they transferred; they must be allowed to participate immediately on the same basis as students who always attended the district

Athletic regulatory organizations may still enforce eligibility rules that apply to all students, including age, safety, academics, and limits on seasons of participation

Transfer students with prior disciplinary actions (suspensions, expulsions, or athletic eligibility restrictions) must have their eligibility determined within 10 business days by the relevant superintendent(s); if no decision is issued, the student becomes immediately eligible

Prior disciplinary action is defined as suspensions, expulsions, or removals under Ohio law, or disciplinary actions by athletic organizations that limit or revoke eligibility for rule violations

Amends section 3313.64 to specify that students attending school under interdistrict agreements shall have interscholastic athletics eligibility determined under the new section 3313.5321
