An online attendance portal must be established within 12 months where parents record children's entry/exit using PINs or QR codes with location data and a photograph of the parent's face; backdating attendance is prohibited

State payments to child care centers must be immediately suspended upon evidence of probable waste, fraud, false attendance reporting, or material misrepresentation, pending full investigation

Substantiated fraud allegations must be referred to the Auditor of State within 48 hours for full investigation, with findings reported to legislative leaders and potential referral to the Attorney General for criminal prosecution
