Limits administrative, processing, or collection fees to the lesser of actual collection costs or 25% of the original fine, and prohibits additional surcharges or fee multipliers beyond what the law expressly allows

Maintains existing fine caps of $100 per violation (plus costs) for standard parking infractions and $250-$500 for accessible parking space violations

Takes effect 180 days after enactment
