Creates a new criminal offense called "neglect of parental duties" for parents, guardians, or custodians who knowingly fail to take reasonable steps to prevent further unruly or delinquent conduct by a child previously adjudicated as unruly or delinquent

Establishes liability for parents who recklessly fail to ensure their child does not become a habitual truant or recklessly fail to ensure compliance with juvenile or domestic relations court orders

First-time violations of the new neglect of parental duties offense are classified as a first-degree misdemeanor, with mandatory completion of a parenting class

Repeat violations are elevated to a fifth-degree felony, with mandatory parenting class completion in addition to any other penalties

Amends Ohio Revised Code section 2919.24, which already prohibits contributing to the unruliness or delinquency of a child
