Creates a new "SHELTER" specialty license plate (Supporting Housing and Emergency Living Transitions, Empowerment, and Recovery) available for passenger cars, noncommercial motor vehicles, and recreational vehicles in Ohio

Requires a $30 contribution per registration or renewal, plus a $10 BMV administrative fee, in addition to standard registration taxes and fees

Establishes the SHELTER license plate contribution fund in the state treasury to collect the $30 contributions

Directs the Director of Development to use fund money for grants to shelters, emergency housing providers, and nonprofits serving individuals experiencing homelessness

Plate design to be created by the Director of Development and approved by the Registrar of Motor Vehicles
