Amends Ohio Revised Code section 5919.34 governing the Ohio National Guard Scholarship Program, which provides 100% tuition coverage at state institutions or equivalent amounts at private institutions for eligible Guard members

Allows scholarship recipients who leave the Guard to join active duty or reserve components of the U.S. Armed Forces to defer repayment obligations for up to 10 years or until completion of their military service

Eliminates repayment liability for recipients who return to the Ohio National Guard after completing their federal service and serve the remainder of their original scholarship enlistment requirement

Applies to Guard members called to active duty on or after September 11, 2001, who may retain scholarship eligibility for up to 5 years after their enlistment obligation ends for academic terms missed due to deployment
