Establishes procedures for Ohio to appoint an odd number of delegates to an Article V constitutional convention when called by Congress after two-thirds of state legislatures apply

Delegates must be U.S. citizens and Ohio residents for at least 5 years, at least 25 years old, registered voters, and cannot have been federal employees, lobbyists, or held federal office within the past 5-10 years

Creates a 3-member advisory committee of General Assembly members to monitor delegates, provide guidance within 24 hours upon request, and immediately recall delegates who exceed their authority

Prohibits delegates from voting to change the one-state-one-vote rule, supporting amendments that alter constitutional liberty guarantees (Bill of Rights, 13th-15th, 19th, 23rd-24th, 26th amendments), or accepting gifts over $200

Violations of delegate restrictions constitute a third-degree felony, and delegates may be recalled by the General Assembly or advisory committee at any time for any reason
