Repeals Ohio Revised Code sections 3101.02, 3101.04, 3101.041, and 3101.042, which currently authorize 17-year-olds to marry with court consent and marriage counseling

Sets the minimum marriage age at 18 years for both male and female persons in Ohio, eliminating all exceptions for minors

Removes juvenile court jurisdiction over applications for consent to marry under section 3101.04, as this provision would no longer exist

Preserves legal capacity rights for persons who were previously granted consent to marry under the former section 3101.04, treating them as having the capacity of an 18-year-old except for voting eligibility

Amends multiple sections of the Ohio Revised Code (2151.23, 2151.233, 2151.352, 3101.01, 3101.05, and 3109.011) to remove references to 17-year-old marriage authorization
