Creates a temporary 2-year program requiring Medicaid managed care organizations to pay increased rates to hospitals in Ohio counties with populations under 100,000 residents

Eligibility determined by ranking counties based on five health metrics: cancer death rates (2022), population below 150% federal poverty level, chronic lower respiratory disease deaths (2022), stroke deaths (2022), and drug overdose deaths (2017-2021)

Hospitals in the 10 lowest-ranked counties receive at least 150% of the statewide average Medicaid managed care payment rate; hospitals in counties ranked 11-20 receive at least 125%

Prohibits Medicaid managed care organizations from reducing payments to non-participating hospitals to offset the increased rural hospital payments
