Establishes a mandatory registration system for wolfdog hybrids requiring owners to pay a $100 annual fee, provide proof the animal is spayed/neutered or has a veterinary exemption, show evidence of microchipping, and post warning signs at their residence

Requires wolfdog hybrid owners to maintain at least $100,000 in liability insurance, keep the animal in locked enclosures with tops when outdoors, use chain-link leashes no longer than six feet when off-premises, and immediately notify the dog warden if the animal escapes, bites someone, or attacks another animal

Makes it a fourth-degree felony to debark or surgically silence a wolfdog hybrid, possess a debarked wolfdog hybrid, or falsely attest that a dog is not a wolfdog hybrid on veterinary waiver forms

Authorizes county commissioners to abate, control, or remove animals from property when maintenance or lack of care constitutes a nuisance, with costs placed as a lien on the property and collected as real property taxes

Requires sellers of wolfdog hybrids to provide written disclosure within 10 days to the buyer, board of health, and county dog warden including the animal's information and history of aggressive behavior, with violations classified as minor misdemeanors escalating to fourth-degree misdemeanors for repeat offenses
