Requires all public school districts, community schools, STEM schools, and college-preparatory boarding schools to appoint a child protection liaison who serves as the point of contact between schools and child welfare agencies, monitors child abuse/neglect cases involving students, and tracks case progression

Mandates the uniform statewide automated child welfare information system include real-time notifications and deadlines for inquiries from public children services agencies, law enforcement, courts, schools, and medical personnel regarding children and families

Requires public children services agencies to provide automatic notifications through the information system to law enforcement, the child's school, and the county prosecuting attorney when a report of child abuse or neglect is entered

Expands access to the child welfare information system to include law enforcement agencies, prosecuting attorneys, juvenile courts, and child protection liaisons, while requiring the Department of Children and Youth to provide mandatory training on system use and confidentiality

Requires public children services agencies to update cases in the information system at least bi-weekly and mandates the Department of Children and Youth submit quarterly compliance reports to the General Assembly
