Sets the base salary amount at $35,000 for teachers with a bachelor's degree and zero years of service, with minimum salaries ranging from $30,275 (less than bachelor's, 0 years) to $58,905 (higher than master's, 11 years)

Defines "related field" as a field related to the subject area the teacher is assigned to teach, creating higher minimum salary tiers for teachers whose advanced degrees align with their teaching assignments

Maintains existing provisions for calculating years of service, including credit for teaching in public schools, chartered nonpublic schools, special education programs, and up to five years of active military service

Authorizes the Director of Education and Workforce to withhold state funding from school districts that fail to adopt or comply with the minimum salary schedule
