Superintendent of Insurance must establish and administer an all-payer claims database within one year of the bill's effective date

Health plan issuers, Medicaid, and Medicare must submit claims to the database to the extent permitted by federal law, using formats and schedules prescribed by the superintendent

Claims information may only be made available to persons or government entities through a subscription with the Department of Insurance

Superintendent must adopt rules covering claims submission standards, privacy and security of personal health information, subscription access procedures, and penalties for non-submission

Rules adopted under this section are exempt from Ohio's regulatory restriction requirements under sections 121.95 to 121.953 of the Revised Code
