Renames the Chemical Dependency Professionals Board to the Behavioral Health Professionals Board to reflect expanded scope of oversight

Expands the Board's authority to certify peer supporters and qualified mental health professionals in addition to chemical dependency counselors

Amends over 50 sections of the Ohio Revised Code to update terminology and align statutory references with the new board name and expanded duties

Repeals section 4758.52 and enacts new sections (4758.011, 4758.38, 4758.49, 4758.491, 4758.65, 4758.651, 4758.66, 4758.661) to establish certification requirements for newly regulated professional categories

Updates related statutes governing professional licensing, background checks, and mental health facility regulations to incorporate the restructured board's jurisdiction
