Prohibits any person from knowingly collecting, using, selling, transferring, or sharing images or data from automated license plate recognition systems for commercial purposes

Defines automated license plate recognition systems as mobile or fixed high-speed cameras combined with computer algorithms that convert license plate images into computer-readable data

Exempts normal business activities including insurance purposes and regulating access to private property, as well as law enforcement use during official duties

Permits public entities to share license plate recognition data with other public entities and allows sharing in accordance with Ohio's public records law

Violations constitute a first-degree misdemeanor
