Amends Ohio Revised Code sections 5139.36 and 5139.41 to change how the Department of Youth Services calculates grants to counties for community corrections facilities serving felony delinquents

Replaces the current formula based on felony adjudications and bed day credits with a simpler formula based on each county's proportional share of felony delinquency proceedings brought in the preceding year

Eliminates the existing credit system that subtracted bed days for youth in department custody and two-thirds credit for youth in community corrections facilities

Removes the requirement for the department to charge bed days to counties when placing youth in community corrections facilities

Establishes a payment schedule of 50% by July 15, 25% by January 15, and 25% by June 15 of each fiscal year, allowing for modifications to appropriations
