Creates the "Ohio, The Heart of It All" pass program administered by TourismOhio to promote artistic, cultural, historical, educational, recreational, film, and museum attractions statewide

Beginning in 2027, passes will be available at a price set by TourismOhio, with Ohio residents receiving a discounted rate

Ohio-based persons and organizations contributing to tourism may apply to become TourismOhio partners, offering pass holders discounts, special experiences, or promotional gifts

Establishes the Ohio, The Heart of It All pass fund in the state treasury to receive pass revenues, legislative transfers, and gifts/grants for tourism promotion

In honor of the United States' 250th anniversary, the pass will be available free to Ohio residents until 2027
