Creates an "Outstanding Citizenship Award" designation on Ohio school district state report cards for districts meeting specific civic requirements

Qualifying districts must require daily pledge of allegiance recitation and moment of silence at the beginning of each school day, and encourage students to read Ohio and U.S. founding documents

Districts must have 80% or more of high school students score proficient or above on both American history and American government end-of-course examinations

Awards qualifying districts a $500 annual grant to fund student transportation to visit the Ohio Statehouse and museum

Appropriates $350,000 from the General Revenue Fund for fiscal years 2026 and 2027 each to fund the grants
