Creates the Ohio Fusion Energy Working Group, to be convened within one year by the Director of Development, with members appointed by the governor from state agencies, universities, fusion industry, and electric utilities

Working group must identify regulatory gaps for fusion facility licensing, evaluate workforce and supply chain needs, and recommend economic development strategies, with annual reports to legislative leaders

Working group reconvenes five years after its initial report to identify additional regulatory changes needed, then is abolished after submitting final recommendations

Amends existing law to explicitly include fusion energy systems in the definition of "mercantile customer self-power system," allowing commercial customers to generate electricity from on-site fusion facilities

Requires the Department of Development within six months to review all state clean energy programs and report on potential incentives for fusion facilities, including sales tax exemptions, property tax reductions, and workforce development grants
