Registrar of motor vehicles must use competitive selection to contract with a private vendor to design and market specialty license plates, with the program beginning nine months after the law takes effect

Contracts limited to two-year terms with possible two-year extensions; registrar retains responsibility for actual plate issuance, validation stickers, and tax/fee collection

All specialty plate designs created through the program must be submitted to the Controlling Board for final approval; registrar may consult with State Highway Patrol on safety concerns

Creates the public safety license plate contract fund in the state treasury to collect fees that compensate the vendor; also requires a contribution to the drug law enforcement fund from each specialty plate transaction

Owners/lessees of passenger cars, noncommercial vehicles, and recreational vehicles may purchase vendor-created specialty plates with customizable design features and personalized letter/number combinations, subject to registrar approval
