Authorizes health care and behavioral health professionals to screen women for behavioral health disorders during the perinatal period (from pregnancy through one year postpartum) with the patient's consent, including during pediatric visits when the mother is present

Requires professionals to offer referrals to specialized perinatal behavioral health services or state-designated programs when screenings indicate potential risk, and to notify emergency personnel if immediate harm risk is identified

Directs the Department of Behavioral Health to designate specialized perinatal behavioral health programs as statewide referral resources, with capacity to provide peer support, care navigation, and other services

Permits health benefit plans to provide coverage for these behavioral health screenings, though cost-sharing requirements are allowed

Appropriates $2 million per year for fiscal years 2026 and 2027 from the General Revenue Fund to the Department of Behavioral Health for perinatal behavioral health partnerships and referral services
