Establishes the Armed Forces Reserve Component Scholarship Program for members of U.S. military reserve components (Army, Navy, Marine Corps, Air Force, Coast Guard, Space Force) in Ohio who do not yet have a bachelor's degree and are enrolled at least part-time in eligible educational programs

Covers 100% of tuition at state institutions, or 100% of the average state university tuition rate for private nonprofit institutions and career colleges

Recipients may receive scholarships until accumulating 96 eligibility units (equivalent to approximately 8 semesters of full-time enrollment); scholarships are awarded without regard to financial need

Recipients called to active duty on or after September 11, 2001 remain eligible for up to 5 years after their enlistment ends for missed academic terms, and institutions must grant leave without academic penalty

Appropriates $10 million from the General Revenue Fund for fiscal year 2027 to support the program, with creation of a reserve fund and donation fund for additional funding
