Prohibits manufactured home park operators, condominium associations, neighborhood associations, and landlords from restricting the display of the "thin blue line" flag on rental properties, adding it to existing protections for U.S., state, POW/MIA, and military service flags

Defines the thin blue line flag as a black and white American flag design with a blue stripe on the eighth horizontal stripe below the field of stars

Requires tenants to provide reasonable notice to landlords or park operators before installing flag poles or brackets for displaying protected flags, and to comply with local zoning restrictions

Declares any restrictions on thin blue line flag display in rental agreements, HOA rules, or condominium bylaws as against public policy and unenforceable in Ohio courts

Names the legislation the "Chief Steven DiSario Act" in honor of a fallen law enforcement officer
