Allows donors (benefactors) or their designated representatives to sue state institutions of higher education for violating restrictions in endowment agreements on management, investment, spending, or purpose of funds

Requires benefactors to first notify the Attorney General's charitable law section of violations and wait 180 days before filing suit if the AG has not obtained compliance and restitution

Limits lawsuits to declaratory and equitable relief only—plaintiffs cannot seek monetary damages, court costs, or attorney's fees for themselves

Establishes a 6-year statute of limitations from discovery of the breach, with an automatic 210-day extension if the AG is notified during the sixth year

Applies to endowment funds established after the effective date and to breaches occurring after the effective date for pre-existing funds
