Requires the Registrar of Motor Vehicles to administer all commercial driver's license (CDL) knowledge tests and skills tests exclusively in English

Mandates that all examinations for temporary instruction permits, standard drivers' licenses, and motorcycle endorsements be conducted in English only

Prohibits the use of translators, translation dictionaries, electronic devices, or interpreters during any driver examination

Allows an exception for translation assistance only when necessary to comply with the Americans with Disabilities Act of 1990 accessibility guidelines

Removes existing language that previously allowed the registrar discretion to test applicants who are illiterate or have limited English knowledge through alternative methods
