Establishes the Veterans and Military Families Child Care Program, administered jointly by the Department of Children and Youth and Department of Veterans Services, providing child care vouchers to eligible military families

Eligibility requires a veteran or active duty military member in the household, a caretaker parent who is employed or in education/training, and family income between standard publicly funded child care thresholds and 450% of the federal poverty line

Voucher payments use standard publicly funded child care rates but exclude enhanced payment rates

Directs the Department of Children and Youth to expand Ohio's participation in the federal Military Child Care in Your Neighborhood Plus program and other federal military family child care programs

Appropriates funding for fiscal years 2026 and 2027, with the Director of Children and Youth certifying the necessary amount to the Director of Budget and Management
