Creates a new "Dr. Martin Luther King, Jr." specialty license plate in Ohio, with the logo and design selected by representatives of the King Arts Complex in consultation with the Ohio Dr. Martin Luther King, Jr. Holiday Commission

Requires applicants to pay the regular license tax, a $10 administrative fee, and an optional voluntary contribution amount determined by the applicant

Contributions collected from the license plate will be split equally between the Martin Luther King Breakfast Committee, Inc. and the King Arts Complex, with each organization using funds to further its mission

The $10 administrative fee goes to the public safety - highway purposes fund to compensate the Bureau of Motor Vehicles for issuing the specialty plates

Amends Ohio Revised Code section 4501.21 to add the new plate to the existing license plate contribution fund framework that distributes specialty plate contributions to designated organizations
