Child care staff members who work at least 20 hours per week would have their family income excluded when determining eligibility for publicly funded child care benefits

Excludes employees of approved child day camps, administrators, authorized representatives, and owners from the "child care staff member" definition eligible for this benefit

Adds child care staff members as a new category eligible for publicly funded child care under Ohio Revised Code section 5104.30, subject to available funds

Director of Children and Youth must certify to the Director of Budget and Management the amount needed to fund this program for fiscal years 2026 and 2027, with that amount automatically appropriated

Amends Ohio Revised Code sections 5104.30 and 5104.34 and creates new section 5104.342 to implement these changes
