Campaign committees may refund political contributions to donors for any reason, either partially or fully, and must report both the original contribution and the refund expenditure

Political parties, legislative campaign funds, political action committees, and political contributing entities may only refund contributions when specifically permitted or required by other provisions of campaign finance law

Amends the definition of "expenditure" to explicitly include refunding a contribution as a permitted use of campaign funds, alongside influencing elections and making charitable donations

Amends Ohio Revised Code sections 3517.01 and 3517.08, introduced by Representative Glassburn with 17 bipartisan cosponsors in the 136th General Assembly (2025-2026)
