Requires the Ohio Turnpike and Infrastructure Commission to ensure all turnpike service facilities offer E15 blended fuel (gasoline containing 10-15% ethanol) for sale by July 1, 2027

E15 fuel pumps must be placed adjacent to or comparable with all other fuel types offered at the service facilities

Installation and retrofitting costs for E15 infrastructure qualify as a turnpike project, allowing funding through revenues, state taxes, bonds, or federal alternative fuel grants

Commission must report installation progress and costs in annual financial reports, and certify E15 availability at each service facility beginning July 1, 2027

Requires the Commission to complete a feasibility study within 12 months on adding biodiesel fuel sales at turnpike service facilities, including cost analysis and infrastructure requirements
