Requires the Ohio Auditor of State to conduct biennial audits of JobsOhio and its subsidiaries, examining accounts, financial reports, and compliance with laws, with results reported to the governor and legislative leaders

Mandates audits include employee data: average salary, total employee count, and number of employees earning at least four times the state's median per capita income

Authorizes the Controlling Board to withhold funds from JobsOhio by two-thirds vote if the organization fails to comply with transparency requirements

Requires JobsOhio to annually disclose on its website all corporate sponsorships and media partnerships, including dollar amounts, approving officials, conflict of interest checks, and any public employee involvement

Beginning in 2026, requires JobsOhio's chief investment officer to testify annually before House and Senate finance committees and submit written reports detailing all funded projects, funding amounts, and project locations by county

Prohibits extensions of the state's enterprise acquisition project transfer agreement (liquor profits franchise) unless preceded by a public hearing, independent valuation, and payment of at least fair market value by JobsOhio
