Creates civil liability for providers who fail to provide required notice, with penalties up to $5,000 per day of violation and $10,000 for knowing violations; the woman, biological father, or grandparents may also sue for actual and punitive damages

Establishes the "unborn child education and public information fund" in the state treasury for website maintenance, hotline operation, educational materials, and provider training grants

Exempts medical emergencies from the notice requirements, though psychological or emotional conditions do not qualify as emergencies; pregnant women are explicitly shielded from civil penalties
