Authorizes the Department of Administrative Services to enter into "enhanced lease agreements" with private entities for up to 99 years to utilize unproductive and unused state real property for commercial activity, research, or public-private partnerships

Transfers leasing authority for state university land from the Department of Administrative Services to the respective university's board of trustees, allowing leases up to 40 years with renewal options for development purposes

Grants the Adjutant General authority to lease Ohio National Guard and military property to private developers, and to authorize the Department of Administrative Services to enter enhanced leases for property under military custody

Requires enhanced lease agreements to include provisions for lease value, authorized use, construction plans, environmental and security reviews, and mandates that all improvements revert to state ownership at lease termination

Prohibits lease activities that would interfere with core government or military functions on adjacent state property
