Expands income eligibility for the Child Care Choice Voucher Program from 200% to 400% of the federal poverty line for families who don't qualify for the Publicly Funded Child Care Program

Allocates $50,000,000 per fiscal year from TANF Block Grant funds, plus a portion of Child Care appropriations, for the Department of Children and Youth to administer the program

Requires the program to use publicly funded child care payment rates by November 1, 2026, excluding enhanced payment rates

Exempts Type A and licensed Type B family child care homes from Step Up to Quality Program rating requirements when vouchers are used at those facilities

Maintains eligibility requirement that caretaker parents must be employed or in education/training programs for time reasonably related to child care hours needed
