Designates the Honor and Remember flag as Ohio's official symbol for honoring U.S. armed forces members who died while serving or as a result of service, and their families

Encourages display of the flag during normal business hours at any public building in Ohio and at military memorial services

Permits display of the flag at the Ohio Statehouse in Columbus on Memorial Day (last Monday in May), with flexibility to begin display on a workday before and end on a workday after the holiday

Establishes display protocol requiring the Honor and Remember flag to fly below and smaller than the U.S. flag when on the same staff, and positioned below all other flags when three or more are displayed together
