Creates a new "insurance export list" maintained by the Superintendent of Insurance identifying coverages and classes where no general market exists with admitted insurers in Ohio

Allows surplus lines brokers to place insurance with unauthorized insurers without completing due diligence requirements for any coverage or class included on the export list

Modifies due diligence requirements by changing the standard from contacting "at least five" authorized insurers to "thoroughly examining" if coverage can be placed with authorized insurers the agent represents

Changes the declination standard from requiring declinations from "each" authorized insurer contacted to requiring only "a declination" from "an" authorized insurer

Grants the Superintendent of Insurance and Department of Insurance immunity from liability for actions authorized under the export list provisions
