Requires all Ohio public and private colleges to annually report cost of attendance for undergraduate Ohio residents to the Chancellor of Higher Education, who must publish this data on a public website along with the federal definition of "cost of attendance."

Amends the Governor's Merit Scholarship Program, which provides $5,000 per academic year for up to four years to students in the top 5% of their high school graduating class who attend Ohio institutions.

Prohibits colleges from reducing institutional financial aid to students receiving the Governor's Merit Scholarship, unless the student's total aid exceeds the published cost of attendance.

Requires institutions to maintain their overall level of merit-based financial aid and bars them from shifting their scholarship costs to the state program.

Extends scholarship eligibility to home-schooled students through criteria determined by the Chancellor in consultation with the Director of Education and Workforce.
