Requires multi-occupancy restrooms, locker rooms, changing rooms, and overnight accommodations in schools (K-12 and higher education), government buildings, correctional facilities, domestic violence shelters, and public places to be designated for exclusive use by male or female sex based on biological sex at birth

Prohibits school and higher education employees from addressing unemancipated minor students by names or pronouns inconsistent with their biological sex without written parental permission, and protects employees and students from adverse action for declining to use preferred pronouns

Restricts amendments to sex designations on birth certificates, death certificates, marriage records, and driver's licenses, allowing changes only by court order with clear and convincing evidence the original designation was inaccurate at time of filing

Creates private causes of action allowing individuals to sue covered entities, schools, or institutions for injunctive relief and attorney fees if they encounter a person of the opposite sex in sex-designated facilities or are required to share overnight accommodations with the opposite sex

Requires the Attorney General to investigate complaints against public places and workplaces for facility violations, issuing warnings for first offenses and pursuing civil penalties and injunctions for subsequent violations
