State institutions of higher education with animal testing facilities must publish annual reports on their public websites by April 1, 2028, and each April 1 thereafter

Reports must detail progress on the "3 Rs": replacement of animals with alternative methods, reduction in the number of animals used, and refinement to minimize pain and suffering

Reports must include total animal counts disaggregated by species and estimated percentage of state funds spent on procuring, using, and maintaining animals

Animals used solely for agricultural research purposes are exempt from reporting requirements

Institutions that miss the reporting deadline face fines of up to $1,000 per day imposed by the Chancellor of Higher Education
