Creates a new specialty license plate for Paul Laurence Dunbar High School located in Dayton, Ohio

Requires applicants to pay regular registration fees plus a $10 administrative fee and a $20 contribution

Directs the $20 contribution to the license plate contribution fund, with proceeds paid to Paul Laurence Dunbar High School for college preparation courses and tutoring services

Plate design will feature a logo and words selected by school representatives and approved by the registrar of motor vehicles

Amends Section 4501.21 and enacts Section 4503.938 of the Ohio Revised Code
