Amends Ohio Revised Code sections 5501.31, 5521.01, and 5521.011 to clarify the Director of Transportation's responsibilities for state highways within villages and cities

Requires the Director to maintain, repair, and apply standard pavement markings on state highways within villages in consultation with the village legislative authority, rather than requiring formal request and approval

Establishes a new formal consent process (new section 5521.011) for federal aid highways in municipal corporations, requiring the Director to submit written requests and giving municipalities 60 days to respond before the Director may proceed via resolution

Allows municipal corporations to appeal the Director's resolution to court of common pleas within 20 days, with further appeals available to the court of appeals and supreme court

Specifies 23 factors the Director must consider when determining new highway locations, including national defense, economic activity, property values, displaced families/businesses, and construction costs
