Department of Administrative Services must conduct a comprehensive study of all state-owned and leased real property every two years, with reports due to legislative leaders and the governor by January 31 of each odd-numbered year

Report must include a complete inventory of state-owned property organized by owning agency, detailing property type, structures, office space, property value, maintenance costs, and percentage of space used versus unused

All rented or leased properties must be listed along with their rental/lease costs

Study must document square footage used versus unused by each state agency, and calculate how much space would be needed if all employees worked in-person rather than remotely

"State agency" excludes courts, judicial agencies, state-assisted higher education institutions, and local agencies
