Repeals Ohio Revised Code section 5501.60, which required the Department of Transportation to construct certain interstate interchanges

Requires the Director of Transportation to conduct a traffic congestion management strategic plan study for the Interstate 71 corridor, bounded by U.S. Route 42 (north and west), State Route 303 (south), and West 130th Street (east)

The Northeast Ohio Areawide Coordinating Agency must be consulted and may lead the study at the Director's discretion

Study report with findings must be submitted by December 31, 2026 to the Governor, legislative leadership, transportation committee chairs, and officials from Strongsville, North Royalton, and Brunswick

Report may include recommended solutions to mitigate and strategically manage traffic congestion concerns identified during the study
