Creates the Traumatic Brain Injury Treatment Accelerator Program within the Ohio Department of Higher Education to advance scientific research, develop treatments, and promote Ohio as a biohub for traumatic brain injury research

Designates the Brain Injury Research Foundation to administer the program as a public-private partnership, coordinating and awarding grants to universities and other entities for research conducted only in Ohio

Requires grant recipients to provide matching funds equal to the foundation's award from other sources such as institutions, private foundations, or the federal government

Establishes an oversight review board of 5-13 members appointed by the Chancellor of Higher Education, including representatives from universities of varying sizes and at least one stakeholder advocate, to oversee operations and ensure transparency

Appropriates $5 million in fiscal year 2026 and $5 million in fiscal year 2027 from the General Revenue Fund to fund the program
