Restores the Clean Ohio Fund administered by the Department of Development and creates the Clean Ohio Council, a 13-member body including state agency directors, legislative leaders, and seven governor-appointed members representing counties, municipalities, business, land reutilization corporations, environmental interests, and the public.

Establishes the Clean Ohio Revitalization Fund to provide grants and loans for brownfield cleanup and remediation projects, with grants/loans covering up to 80% of project costs (maximum $6 million per project) and applicants required to provide at least 20% matching funds.

Beginning July 1, 2025, directs 80% of net proceeds from revitalization project bonds to the Clean Ohio Revitalization Fund and 20% to the general revenue fund, plus any gross profit from spirituous liquor sales received from JobsOhio after that date.

Limits applications to no more than six per year from each of Ohio's districts, requires public meetings before application submission, and prioritizes projects based on economic benefit, environmental improvement, benefit to low-income and minority communities, and mixed-use development potential.

Provides liability protection for applicants who did not cause contamination, complete cleanup to applicable standards, and comply with environmental laws, while requiring certified professionals to verify cleanup completion through "no further action" letters.
