Appropriates $1,144,000 per year for fiscal years 2026 and 2027 from the General Revenue Fund to the Department of Higher Education for Military and Veterans Offices

Allocates up to $213,750 annually for $2,500 awards to students serving as Military Community Advocates at Ohio Veterans Education Council-member institutions (up to 6 students at public universities, up to 3 at community colleges or private nonprofit institutions)

Designates $255,000 per year for grants to military and veterans offices at higher education institutions to support private philanthropy growth, in collaboration with the National Veterans Leadership Foundation

Provides $91,800 annually to sponsor staff from military and veterans offices to attend the National Veterans Leadership Foundation's Advancement Institute

Directs remaining funds toward administrative costs of the National Veterans Leadership Foundation, creating a website to connect veterans to programs at member institutions, and administering Ohio Purple Star status
